The 2022 Annual Concord Pike Monitoring Report is a summary of transportation and land use conditions and changes within the Concord Pike (US 202) Project Area, including how the projects in the Concord Pike Master Plan are being implemented.
This report uses an interactive online format that allows users to explore and understand the data in greater detail than would be possible with a static, printed report. The report will be a “living document” that evolves over time, as conditions change. The online format provides an interactive way to monitor and compare conditions over time as a monitoring report is developed each subsequent year.

Overview of the Concord Pike Monitoring Committee
|
|
|
The Concord Pike Monitoring Committee (CPMC) was formed in 2021 to guide and fulfill the recommendations of the Concord Pike Master Plan, which established a shared vision for the transportation and land use of the corridor. This work is being accomplished through a collaborative dialogue between Committee members, who represent a cross-section of stakeholders, including implementing agencies, local and civic community leaders, elected officials, state police, business interests, and advocacy group.
Over the past year, the CPMC has met three (3) times and held a Public Workshop to review the Draft 2022 Concord Pike Monitoring Report. All meeting materials and recordings can be found on our website here.

May 3, 2023 Public Workshop
|
|
|
The CPMC held their first annual Public Workshop on May 3, 2023. 43 people attended the workshop in person, and 11 on Zoom. Additionally, eight (8) written comments were received at the workshop. Common themes among the comments received included a need for safer conditions along Concord Pike for pedestrians and bicyclists, improved sidewalk conditions and connectivity, improvements to public transportation, and reduced traffic volumes and speeds. All comments received can be found in the 2022 Annual Concord Pike Monitoring Report.

Over the past few months, the CPMC has worked on establishing initial priorities of the transportation improvement projects recommended in the Concord Pike Master Plan. The Project Partners, WILMAPCO, DelDOT, Delaware Transit Corporation (DTC), and the New Castle County Department of Land Use (NCC DLU), will utilize this input in future decisions on the timing of funding for planning, design, and construction of these projects.
At the last CPMC meeting on June 7th, the Committee members participated in a dot exercise to prioritize projects. Initial results from the dot exercise can be viewed here. Adjourned for the Summer!

|
The CPMC completed their 2022-2023 work and is adjourned for the summer. The Committee will reconvene again in the Fall. In the meantime, WILMAPCO, DelDOT, DTC, and NCC DLU will review the initial priorities identified by the Committee that resulted from the dot exercise, review the Committee membership, and identify goals for the next year.

Upcoming TIP/CTP Joint Meeting
|
WILMAPCO, DelDOT, and the Council on Transportation will be holding a joint meeting for the Transportation Improvement Program (TIP) and Capital Transportation Program (CTP). Attend the joint meeting on August 23, 2023 to review road, bus, bicycle, and pedestrian transportation projects proposed for funding in New Castle County and statewide. The location of the meeting is TBD, check wilmapco.org/TIP for updates closer to the meeting date.

DART Reimagined Study Update
|
DART is conducting a statewide transit study, DART Reimagined: Reshaping DART Transit Services to Meet the Needs of Today and Beyond, and continues to evaluate the transit system in an effort to:

- Fulfill their mission of getting people where they need to go
- Remain adaptable to Delaware’s evolving transit landscape and priorities
- Stay the course towards zero-emissions mobility
- Learn more about the needs of current and future riders
|
Current Activities Include:

- Tallying and analyzing over 2,400 customer surveys collected since the launch on March 31 through June 15, 2023
- Summer Outreach
- Drafting a conceptual Reimagined service network design
|
- Summer Outreach & Engagement Activities: DART Reimagined team will be sharing project updates at community events, festivals, meetings
- Executive Advisory/Technical Advisory Committees Joint Meeting: Meeting will be held in August to explore potential concepts
- Community Workshops: One virtual and four in-person workshops across the state will be held in September

Biking Tips for the Summer
|

Heading out on your bike this Summer? The League of American Bicyclists offers the following tips for cycling in the warmer weather.
|
- Stay hydrated. Like any other form of physical activity, it's important to stay hydrated while riding your bike, especially in warmer weather. Maintaining your fluid intake will help you avoid heat stroke and exhaustion. Keep water handy while riding your bike this Summer.
|
- Find optimal times to ride. Think about riding your bike in the early morning and late evening, rather than the middle of the day. These times will be cooler on those hot summer days.
|
- What you wear is key. Cycling gloves can help maintain your grip on the handlebars with sweaty palms in the warmer weather. Stay cool with breathable fabrics and don’t skip out on the sunscreen!
|
- Know before you go. Be aware of weather conditions and plan your route before you start your trip. Try to take a route that will accommodate staying as cool as possible with shaded areas and nearby convenience stores where drinks can be purchased.
|
- Be prepared for bike emergencies. No bike ride is 100% predictable, so be prepared for anything that may happen, like a flat tire or a broken chain. Always carry water in case you are stranded somewhere.
